ELCAS Overview
The Enhanced Learning Credits Administration Service (ELCAS) is a Ministry of Defence initiative designed to support current and former members of the UK Armed Forces with funding towards recognised training and qualifications.
ELCAS enables eligible service personnel, Service leavers and veterans to gain civilian qualifications that support career progression, resettlement and long term employability.
Newto Training delivers ELCAS approved training aligned to employer demand and designed to help Armed Forces learners transition into sustainable civilian careers.
What is the Enhanced Learning Credits Scheme?
The Enhanced Learning Credits Scheme provides financial support for higher level learning and professional development.
Eligible learners can use ELCAS funding to:
- Undertake nationally recognised qualifications at Level 3 or above
- Access up to £2,000 per financial year
- Claim funding across a maximum of three separate financial years
- Use credits while serving or for up to ten years after leaving the Armed Forces
ELCAS funding typically covers up to 80 percent of the course cost, with the remaining balance paid by the learner or their employer.
Only training delivered by approved providers and linked to eligible qualifications can be funded through the scheme.

Who Can Use ELCAS Funding?
ELCAS funding is available to:
- Serving members of the Royal Navy, British Army and Royal Air Force
- Service leavers and veterans who meet the qualifying service requirements
- Individuals who registered for the scheme during their period of service
Eligibility and entitlement levels depend on length of service and individual circumstances. Learners should confirm their entitlement through the official ELCAS portal or their education and resettlement staff.
